Abstract	Highlights: This study examines the impact of congestion charging on private car ownership. A quasi-natural experiment design is applied through spatial difference-in-differences. The London Congestion Charge is used as a case study. An Average Treatment Effect on the Treated of 6.95% ownership reduction is identified. The identified impact is useful in the design or augmentation of congestion charging policies.
